the requirements are learning every normal specialzation and the spells (and of course the add on with the spec) After that the elite specs are unlocked (can be seen by hovering the lock symbol next to the specialization) Reaching level 80 is giving you enough hero points to level everything which unlocks the elite specs.

Yeah, this has pop-up a couple times before and my answer was always the same.Decouple the Weapon Unlock "trait" (aka the first one) from the Specialization Line, and create a new spot where we "Equip" the weapon specialization (could be a slot above the weapon slots).This way not only would unlock Specialization weapons to all specializations, but would allow classes to reuse weapons and add
It’s 400 points total to unlock everything in an elite spec training line – I just can’t remember off hand how many points folks have currently if they have done all the existing ones, but it’s right around 200.
