EoD is the newest expansion, but because of GW2's horizontal progression and the fact that EoD doesn't have any living world content associated with it yet, the other two expansions are currently a lot more important for endgame stuff than eod is, along with coming first in the story. The expansions are where the vast majority of the post-80 content is. So if you've played through the free stuff, and intend to keep playing long term, the expansions are must-haves. You may want to pick up the living world content as well, as that bridges the gaps between expansions. Also here is a link sale history of the expansions and complete collection. This may help in predicting when the next one will be. When there is no ongoing sale, the best deal is the Collection Ultimate; when HoT/PoF is on sale, the best deal is to buy HoT/PoF + EoD Ultimate. Expansions offer way more than just added story. Gliding, mounts, elite specs, better ways to earn gold, more masteries, ability to get living world 3-4 seasons and Icebrood Saga. Living World continues the story unfortunately. if you want to have the complete narrative you're going to want to buy them. The first expansion starts off right after some major important events occur during Season 2 and makes little to no effort to recap them for people who didn't play Season 2.
You can't buy anything related to GW2 on Steam if you're using a pre-existing account to play the game. As always, a Steam account is required to make Steam purchases, so by disconnecting the launcher to Steam in order to use a pre-existing account, you also disconnect the ability to buy stuff through Steam for the game. #1.

I wouldnt focus on any type of content yet. Try everything and see what you enjoy the most. Yes, expansions are worth it, they have fantastic content. Yes, guardian is good. Warning - if you want to raid, you'll probably want to find a raiding guild, or join the raid training discords. If you can only get one, get HoT first. If at all possible, save up a little money or beg/borrow it, and buy both at once for the discount. Storywise hot comes before pof. So if you wanna experience the story chronologically, buy hot, then unlock the living world season 3 story (ls3 for short) and then play pof. hdWc.
